SHANGHAI, Aug 22 (Reuters) - Shanghai Rural Commercial Bank, a China partner of Australia and New Zealand Banking Group Ltd (ANZ) , plans to issue its first credit card soon, in a move aimed at boosting its personal finance services, a senior banker close to the situation said on Wednesday.
